Do Adwords have a sliding scale of charges, ie. the more hits you get, the less each hit costs you?

How do they price your hits, is it set or vary from customer to customer?

Google rewards it advertisers for RELAVENCE - therefore if you have a high click through rate, and the keyword you a bidding on appears in the the text of your AD and relates to other keywords in the ad group, then you will pay less than an advertiser who is less relavent.

It's more that Google then lists your ad higher up than your competitor, not that you pay less than you bid for.
In Google's eye you earn them more than a competitor with a higher bid price but fewer clicks on his ad.
