Grant vortex problem

Hi all, I have a grant vortex 15/26 utility that's stopped working, it's had a new nozzel control box, solenoid photocell, basically everything but the fan motor, it ran previously with co2 spot on etc but has since stopped, the fan motor was humming like it was seized so I removed the burner and checked the oil pump filter which was a little dirty then span the fan impeller which was initially stiff but loosened off, I've bleed some oil through and there is what seems to look like water in it, my question is would water block the oil pump and cause the fan motor to seize like that or is it a fan motor problem? Or are these all symptoms of water/sludge in the tank?
 
If the motor is buzzing without starting then could be the capacitor but if the impeller is still stiff to turn then possible oil pump damage due to water, if it is water then you will have to ensure its all drained off because it would very quickly destroy a new oil pump.
 
As above any water in with oil will rapidly destroy the oil pump,
If motor was stiff with oil pump removed probably motor bearings normally pump side gone.
You can replace bearings but impeller can be tricky to remove without a puller.
We normally just replace motor just for speed.
