I have a problem, where there are lines going across the screen from when the computer starts, even at the bios. When Windows starts, in appearance it looks like safe mode but 10x worse.

Do you think this is a graphics card problem, and more specifically, a transistor on the graphics card failing?

To check if it is a graphics card problem, take it out and try using the motherboard's onboard graphics. If they work fine then it'll be the G card on it's way out.

Turn off, open case and try reseating the card.

Personally, these are the steps I would take...

Try making sure the PC -> monitor cable is properly screwed in at both ends. Then try swapping the cable.

If you can, try a different monitor.

If you can (as has been suggested) try on-board graphics, or a different graphics card.
