Grass cuttings

Recently I've been doing a fair bit of mowing and of course this makes for a decent pile of cuttings (well if it were all in one place). I understand that to take it away for disposal I should have a waste carriers license , but do I actually need one if I take the cuttings away to reuse? By reusing I mean it makes great mulch and can be quickly composted so my argument would be that it's not waste. I suppose I could say I'm harvesting rather than mowing. I'm a little hesitant to ask TPTB because , being cynical, I think they'd just say buy the license without even giving it any thought.
Any ideas or experiences?

No problem with actually getting rid of the stuff, rather than the vehicle you use to dispose of it.....cars can access recycling centres at any time, vans need a permit - usually free but they don't come with unlimited access.
Your local authority may provide bags and free pick up, if you contact them.

Thanks John although I think you may of just missed the point or I didn't explain it clearly.
There's no real problem getting rid of the cuttings , I can dump it in the customers garden waste bin if I want. But I actually want to take it away to use it (as a "raw material") for mulching and composting and I'm wondering if I need a waste carriers license for that . The licenses cost £154 a year .

No not required but they are changing the rules again from jan 2014.
