I HAVE SOME HIGH SPOTS OF CEMENT BETWEEN THE TILES IN THE GROUT LINES.THUS THERES NOT MUCH GROUT COVERING THESE SPOTS.I HAVE A VERY LIGHT COLOURED GROUT AND THE CEMENT IS DARK AND IN TURN IS NOW SHOWING THROUGH.IS THER ANY WAY TO TOUCH UP THESE SPOTS, REGROUTING OR TOUCH UP PAINT ETC.

I take it your talking about floor tiles, you could use a small angle grinder with a stone cutter to remove the high spots, then re-grout. however you need a steady hand to void taking the ceramic of the tiles.
