some idiot rewired the plug and put the neutral or live in the earth pin..

Neutral earth fault.
Where the neutral has gone down to earth on a PME supply there is no current flow to earth until there is a load on the circuit.
Does same happen when something else big is plugged in?

So we were both right neutral / earth fault!!!
