Spanish ruled Haiti first. then the French, then the Americans. They all showed the Haitians that brute force was the way to rule.
The indigenous Taino had a rich cultural history before the Spanish conquest. Spain decimated the indigenous population, and repopulated the country with African slaves.
Haiti had to pay France about $21 billion ( in today's money) which it borrowed from other countries, adding a further cost to the final bill.
The final payment was made in 1947.
The country has suffered more than 5 centuries of slavery, political instability and corruption.
The latest massacre was in 1937, when about 30,000 Haitians were killed.
Even the UN peace keeping forces can't be trusted. In 2007 the UN peacekeeping sex scandal was exposed.
This has been compounded by multiple natural disasters.

2016 Hurricane Mathew, 200,000 families without shelter exacerbating the Cholera outbreak, Shortfall of International Aid exacerbates the problems.
2020 - 21 Covid lockdowns, creates income loss and food insecurity.
2022 Earthquake.
By comparison, in UK, something like Brexit and Covid and we go through 5 PMs in 6 years. Political instability comes in many forms.
Haiti has had about 6 or 7 leaders in about 50 years, through all those natural disasters.
