Hanging cupboards on a no-fines wall

Hi. I need to know can you safely hang domestic cupboards off a no-fines wall? I think you can if you do it right. Put it this way my local council landlord put in a false wall using battens. And some have been used to hang cupboards off. Because of that, it appears that you can hang cupboards off a no-fines wall. The battens / pattressses were simply screwed directly into the concrete. And there is plaster on top of the concrete. Does anyone here have actual experience with hanging cupboards off no-fines walls? Thanks.
 
Drill a hole thst is a loose fit for a big plasplug. Hoover out the dust or use a water jet. Get a tube of no-more-nails or cheap brand. Push the nozxle deep into the hole so there is no air gap and fill it.

Press your plasplug into the hole. This will push the adhesive into the porous gappy material. Push it slightly below the surface of the plaster (you can put a long screw into it a couple of turns as a handle).

The next day, when it is set, drive your fixing screw into it.

Cabinet hanging rail is very suitable for a poor wall.
