Hardwiring cooker

Can anyone tell me if a electric should be hard wired in and the regulation for this . As my landlord says the existing installation with the double oven plugged into a 13amp plug socket was checked by his electrician was tested and was ok before we moved in .

It is perfectly okay to have a oven/cooker powered via a 13A plug.
This would be on the provisions that the ovens' output rating was suitable for this and this would/should be within the manufacturers instruction manual (MI).
An oven would only require hardwiring, if the output rating required greater than 13A or the MI stated otherwise.
The MI should always be adhered to.

As far as the requirements, this would be covered by requirements within section 133 of BS7671
