I recently installed a chrome towel rail and had to install the element seperate. The element only warms up the bottom of the rail so I was wondering if you had to fill the radiator with water to heat the whole thing. Any feedback would be good, thnks.

, did you read the instructions? Some may need filling with oil.I've just read it needs filling up 90% with water, would this sound right?
