How about doing away with all the TRVs and replace with lockshield valves; then get the system balanced. Also install an optimizing programmer, e.g Honeywell CM907 or 927, in a locked case on the wall with ventilation slots. These have six time and temperature settings each day of the week, so you should be able to program it for your usual weekly program of activities.

There is a simpler and very energy saving method for clubs and halls.
That is to have a manual run back timer! First one in turns the timer to the maximum 60 minutes and any further time needed is achieved buy turning the timer again.
That means its never heating for more than 60 minutes after the last one has left.
It can be supplemented by a timeclock giving a warmup period of say 30 minutes but that means the heat will be wasted if no one attends!
