Is it ok to run heating pipes on the opposite side of a joist to hot and cold. I.e. back to back?

Possibly, indeed probably, but I don't really understand the question.

Heating pipes and H&C services are independent. Physical proximity makes no difference to their functions.

most importantly the cold needs to be kept at a low temp for health and condensation so along as the energy in the heated pipework does not heat up the cold it should be fine. If the runs are quite long then lagg them.
