heating problem - radiators wont heat together

Hi all
I am new to these forums, and need help with a central heating problem.
Both radiators (in living room) will not work together ie only one has a regulator and if i turn the heat up the other one goes cold if i turn it to low the other (1 with no reg) heats up.
What is causing this and is it a major problem that will need a plumber to fix.
