What boiler have ya got ?
If you have a zone valve then it sounds like its letting by or jammed open !!
Have you got it on water only ATM ?
Reverse flow !! you are fully pumped I presume ?
the return could be pulling the heat into the system!!

Yeah on the side of that tank are 2 pipes , 1 above the other about 9 inches.. the bottom 1 is the return,, youll know coz they are hot,,, on the return 1 there may be a valve used to slow the return flow of water.. if its there then shut it down then open it only a few turns
