Gotta be piped up wrong on the return then 
I reckon the return of the cylinder has been tee'd into the wrong place ..

My guess is he didnt extend the original connection to new cylinder position..

Depends how competent you feel bout doing it but needs draining and repiped to original connection!!

Easy to get wrong and can be hard to put right.
You either have to move the return connection from the cylinder to nearest to the boiler, or put a non-return valve in.
The red lines are ways the water can go which you don't want. Only the first rads on the route will get hot.
