I have a problem with a heating system. If you disconnect the programmer so it's not calling can the motorised vale still fire the boiler and keep the heating and hot water on constantly.

If the motorized valve`s micro switch has its perm live & boiler switchwire, manually opening the lever will fire the boiler, as long as central heating spur is not switched off. The programmer back plate would still be live.
 
Swampy 2. The spur is on the, the front plate I took off so it can't call for heat and still fires the boiler, I think the motorised vale is at fault?
 
One of the valves is either sticking, or the micro switch has failed in it.

Most can have theirs heads changed by a sparky, no need for a plumber. The head detaches from valve body. UNLESS the valve it self is sticking, which would require a whole replacement.
