Height Of New Fuse Box

I need to replace my old fuse box and a sparky told me I might need to have it placed low on the wall. Due to new regs regarding wheelchair users the new box should be only 1 meter from the floor.
I'm a little concerned as I have two young children and the last thing I want them fiddling with is the lekky supply.

Nah, use common sense. If someone using a wheel chair moves into your property then they could have it repositioned but until then, make it safe for you!

Really? Where did you pull this from, specifically the one meter height?

Part M doesn't apply to existing dwellings, and even if it did, there is no reason to class a consumer unit as a switch. All the new builds I have looked at recently have the CU just below the ceiling, which must have been passed by building control.
