Height of wall using breeze blocks

Hi. Building work currently in progress( new paving plus wall) final day tomorrow. Just wanted to check something... apologies if something has been posted on this before or unclear..

Side wall of patio is standing at 120cm x 10cm and uses block which will be rendered on one side.. It's next to a step of steps so important that it's very secure. Will this be safe? I read on some guidelines that it would have to be much less tall if it's that width of block (see screen shot). I'm in the north of England so in zone 2.
The builder said it would be fine because he has pinned it to the lower brickwork.

I also have another adjoining wall which the builder has put columns of block behind.

There is also an angle on this wall.

Does this look structurally sound?

I'd have preferred a 9 inch wall. The wall hasn't been built by a bricklayer.

So do you think this is possible to alter at this stage? Obviously it needs to be 100pc safe.
 
Is that level in 3rd picture plumb? it needs to come down and be built by someone who knows what their doing, and using block laid flat (215mm wide) or better still in brick.
 
Has to come down, that looks at least 100mm out of plumb, and also the panels should be fixed afer the render not rendered in, one of the worst i have seen, i could build better with a blindfold on, and thats not joking.
 
Yes it is new. To be jetwashed off tomorrow. The water will drain down the holes at the side I was told
 
:oops: I have very little experience of building brick/block walls but that is horrific! That 'tilted' wall will come crashing down as soon as someone/something leans against it and I can guarantee 100% you won't be able to get hold of the builder again.
The whole lot needs to come down before someone is seriously injured, and built properly by a skilled bricklayer, not a fly-by-night builders jobber. Those 'column' of blocks are just that! Columns of blocks stacked on top of each other. No strength whatsoever in them.
