Heights of switches (FCU)

Was wondering if the regs that state the minimum/maximum height of sockets and switches (450mm-1200mm) also applied to a fused connection unit. for a kitchen extraction fan, as i would like to put the connection unit up high, possibly above the kitchen units.
 
often, these are put above the extractor fan

The heights are for allowing disabled persons to use in say living rooms not kitchens so does not apply. And only to new builds anyway not rewires.
