socket heights in domestic dwellings

Hi all. Would someone please clarify the heights for socket outlets in the home for me please. I have some info stating that socket outlet heights should be no lower than 450mm and light switches 1200mm. For someone with reaching difficulties this is understandable. But I really would like socket outlets to be lower than 450mm but I am unsure as to what the regulation say.
