Help! Builders stumped and so am I about leaks at flashing

Have two pitched roof extensions one 16/17% and other steeper. Both let in water when wind blowing in one direction. Seems to be getting in where flashig tied in but no obvious signs of damage to flashing or render?

Any one got any ideas suggestions of what i should be looking for? or seen any thing similar
