Yes , you are wrong .Why worry about a tiny amount of damage to a $2 reed fence.

Well it wasn't $2, and I'm not in the habit of intentionally damaging things I like.
Anyway, thank you, your advice has been very helpful and I'll probably try something similar to what you're suggesting.

I'm not drilling into the handrail. Plus, this is a co-op, can't do that.

Didn’t you think about how you were going to mount it before you bought it? Send it back and get a free standing one.

The only damage to the reed thing will be hidden by the bracket.

De minimis, but ok, invest in a cheap G clamp and clamp it to the hand rail
