Help identify light

Hi Retired neighbour has asked for help to identify this ceiling light which has been put by their last
Tenent if you unscrew the light then it looks like a cartridge! Will appreciate if it can be identify and where
To get replacement cartridge bulb thanking in advance are these energy saving?

Impossible to say, from that distance.
Need close up and a pic of this alleged 'cartridge'.

IMO, he needs to get a complete new light, to cover that gaping hole!

Did they get permission to do that?

If so, did they get permission to do it in a way which damaged the ceiling?

Thanks for all the input no permission was taken will try and get close up and if possible
Photo of the cartridge! Regreatfull the tenents have gone neighbour said there was different
Simple holder with glass cover (the type you put both hands and turn the glass ) the light
In question is in small toilet (neighbour also thinks that not knowing how to remove
The glass to get to the bulb the heavy glass had fallen on the toilet cistern and cracked
The lid into two pieces the toilet is 30yr old years fitted to cast iron pipe (involved pluming)
(Tennents were good stayed 4 years perhaps did not want to bother retired neighbour)
Good intention gone bad!!
 
Update Hopefully with this info help might be available to identify where to get replacement light/bulb cartridge.
Am told that the body of the light has ENGO lights markings and it looks led light attached photos also it is connected to 240v no transformer involved

Look at the first photo

The light capsule type is written on it!

GX53 CFL 7W

Just Google that. You can now get LED ones as well as CFL.

There are lots of supplier including IKEA.

But in my opinion, they need to fit new bigger whole fitting to cover up that hole!
