Help! Is this a pump or a motorised valve? see photo

My husband has painted over this unit (close up pic) and now the downstairs heating doesn't work I'm trying to identify all the componants as the boiler is working fine. Please can some one tell me if they recognise it - I've posted a pic of the boiler and other nearby parts too. Thanks for looking, Rachel

The one on the left is a clothes iron , and the pump is the round painted piece of art
