I have seen this happen before with a broken neutral where the light is getting a live and managing to get a neutral through the earth. Could it be your light switch is actually switching the neutral and not the live?
 
I've seen it before, too, in france. it's just the continental way of doing things. earth doesn't exist.

is 2 way switching a term that refers to a light that has two switches? my light fixture (that flickers) has only one switch. Two wires from mains are heading for the fixture, one of them is "intercepted" by a simple wall switch. so one of the wires is always "dead" when the switch is in off position. plz enlighten me.

Are you saying that the other wire is always live?

We're not talking about faulty emergency lighting here are we?

Do you have another two wires going to the fitting, one that is neutral and one that is earth?

Do you have an LED somewhere on the fitting?
Or have you given up and thrown it away by now?
