Help with a concrete wall

I have removed old wallpaper in my living room.

I think it is a concrete wall (grey, very hard and doesn't seem like plaster) and underneath the wallpaper is a layer of bright orange paint. I think but I'm not sure it is a concrete sealer.
Despite being as careful as I can, some of the orange paint has come off so there are uneven parts to the wall. The rest of the paint which hasnt come off seems hard to remove. I'm not sure what to do!

1. Just paint the bare concrete bits with a sealer paint and try to even it up (id say about 20% of the wall is bare concrete in lots of patches)
2. Take the orange paint off (how?) and seal the concrete with a sealer paint
3. Lining paper
4. Something else?!

Probably not concrete, just very hard plaster.

How old is the place - hard plaster and orange paint sounds very early 70s.

Without seeing it, you could try to remove as much of the loose paint as you can, fill the uneven bits, sand, and paint bare bits with diluted emulsion.

Before you do anything, you must ensure the old wallpaper paste is thoroughly removed, as it will crack new paint very nastily.
