Hit a blue pipe about 12 inches under ground?

Trying to put fence posts in around veg patch and I've hit a blue pipe - haven't severed it completely but have put a hole in it. Nothing has happened and the water pipes to the property and surrounding don't run across my garden they go up the road and along. Any ideas what it could be? Don't know whether to take the plunge and just sever it!

what size is it?
Was there a greenhouse/shed/pond in the garden at some point?

looking at old photos of house it doesn't look like there was a pond or greenhouse we've only been here 18months and prev owner doesn't know either. It's about 20mm
 
I’ve heard of unused mains before, whereby pipes have been laid, but never actually connected and used, so it could be that. You could always get it confirmed (if they know) by your local water undertaker.
 
it doesn't seem to be going anywhere the direction it's lying in - dug a bit more and it's going deeper.
