Holes on the hedge

My cats can climb to the highest branch of the apple tree, so can't see any hedge stopping them, we have stopped feeding birds, as in essence that is bating a trap, so cats can catch them, with would not be so bad, except cats bring them into the house and release them.
 
We don't see any wild life around here apart from some seagulls and mag pies. Cats in this area seem not able to climb privet hedges over 6ft tall, but they sneak through the holes in the bottom of the hedge. They are not welcome into the garden due to their making mess on the grass. The mess they make on the grass and around the garden are serious health hazards to children playing in the garden.
