Nor was it intended to be. It's a model; a starting point; something on which to model a design; something that makes differences and deviations easier to discuss and understand.

You missed my point a little. I was referring to the fact that OSI is a universally accepted model, but the original models, although similar, were created by different organisations. It was the merging of these models that produced OSI.
