Honeywell valve problem (and is it causing top of radiators to be cold)

Hi so following an issue with the bottom of radiators being hot but about 90% of the rest of each radiator being cold, I checked the Honeywell valve V4043H1056. The actuator on the side was loose when the central heating is off, unlike another one that is present. I took the synchron motor out to have a look, when I turned the electric back on it was spinning constantly (don't know if this is normal). I then refitted and this time the actuator seemed to connect with the spring, I could feel the resistance. Trying to turn the central heating on again, this time there is nothing going to the radiators (whoops) - and now the actuator seems not to be connected to the spring again....any ideas please?

By actuator, do you actually mean the manual lever ? the actuator is the complete valve head

Yes that is correct when the synchron motor is out of the valve it will spin constantly, doesnt when back in the valve .
and now the actuator seems not to be connected to the spring again.
Where the little gear cog goes onto the gear plate of the actuator is easy to get wrong, sounds like you havent located the two properly or havent secured the synchron motor properly, you get two different setups the motors are exactly the same but some valves have two securing screws and some have one and a small latch arrangement

Thanks Ian - I took the actuator off and had a look, the gear looks a bit worn. Synchron motor has one screw, I positioned that correctly (comparing to another actuator). I moved the valve on the pipework and that seems to move freely but when I turned the CH (and the removed actuator moved up against the microswitch, assume this is correct), on whichever position it was in, no hot water passed through, whereas it had previously (um...before I started looking at it!).
 
if it is the one screw model the other end needs to slide into the small latch on the plate , then you put the screw in the screw hole side
