Hot water in all-electric flat

I have just replaced my bath with an electric shower. The hot water for the rest of the flat (bathroom basin and kitchen sink) is supplied by a Fortic F1 1400 x 450 which is very large and takes up a lot of valuable cupboard space. I was told I could replace the Fortic with a 15l water heater but the fitter said he would need access to outside to properly fit the overflow, which is not easy to do here. Is there another solution?

I guess I need to keep on looking for a plumber - both of the ones I've spoken to wanted access from outside.

Its not an overflow its a pressure releif pipe from the pressure releif valve on the water heater, it is possible to fit this from the inside
