When my water heats up i noticed a warm feeling in the house, this being the radiators.
I have noticed that when i need to heat up the water the radiators get warm & when i turn the water off the radiators cool down.
In my cupboard is this motorised valve as shown in the photo.
Could this be the fault ?
I mean is it sticking so its not totaly shutting off the pipe etc to the radiators thus they get warm when the water is heating.

Yes there are two screws holding the white top on to the base, undo them and remove the top. that will expose a brass shaft with a flat on it, it is sticking in the body when it turns so that the spring isn't strong enough to return it back to rest, which is hot water only. You need a new 22mm 3 port motorised valve, get a Honeywell one they are much better,

Does this mean draining down the system as i assume the 3 port item connects to the pipework ?

Are you saying it sounds like the actuator or the part that is left behind when the actuator is removed ?

As already said it sounds like the valve is stuck in mid-position, however the valve looks quite new so you maybe lucky and be able to free it by removing the actuator and gently try and move the spindle left to right with a pair of pliers.

Be careful when trying this as you don't want to encourage any leaks.

If this doesn't work then a drain down and valve replacement would be the next safest option.
