Yes I had a ready assembled conservatory fitted to an existing lean to. The company fitted it and in my case it didn't extend further than the allowed distance. I would phone the council and ask them.

Generally yes provided that your consevatory is of the glass/plastic roof variety. Put a tile near the roof and you will need planning permission and building regs approval
