how do I cure flaking emulsion above a shower?

Every time I repaint with emulsion the area above the shower starts to peel and drop off exposing the bare plaster. I have tried to paint a watered down thin coat on first but that does not work. should I try an oil based paint as a primer before the emulsion. Any ideas?

are you using special bathroom paint and not normal emulsion.?
 
Improving the ventilation will help, as it's the condensation that lifts the paint.

Do you have an extractor fan ?
