How do i do this????

I have a water supply to my garage, which has burst.

I cant locate any tap to turn off the supply, i think it is concreated under the patio by the previous owner of the house! the supply comes from a steel pipe and then is jointed into various size copper pipes. I dont really need all the other pipes as i plan to demolish the garage. so ideally i want to fit a tap into the steel pipe, or block the pipe altogether.

Question is what do you do to fit a tap onto the steel pipe? what tools do i need? is it possible to fit a tap/block off without turning the water supply off?
