How do I remove these lead flashing stains?

Your advice appreciated on how to remove these stains on old lead flashing please:

Already tried white vinegar which does a great job on the white oxidation streaks, but it doesn’t touch these dark brown ones.

Has someone been grinding metal near to the lead?
 
Woody : My understanding is that rust is an oxide of iron/steel. This is lead, so although it looks like rust, it can’t actually be rust.
 
When lead is stored in damp conditions prior to installation it can cause degradation of the surface. Not sure this is what's happening here but it might be.
