No not permanent , just need to fit panels behind the rad. So very temporary
advice if turning the hex counter clockwise will stop the water

This varies by rad valve, and condition.
For a bit more reassurance at the thermostatic valve end, realise they operate by pushing a pin out when hot, to shut the valve.
If something is old they might still dribble, so you can help them by inserting a small disc of something hard at the point where it says "Pin".
Take the head off and see what fits. If you're lucky a small coin will go in, or cut up a hard plastic bottle cap. The valve will have rubber around where it says "insert" so don't tighten madly.

Always best practice and sometime safer to have 2x1/2" blanks to cap off the valves either end until the rad is to be re-fitted.
That's the bottom of the pin and is inside the valve. You won't get a coin in there![]()
To be fair, I think @Justin Passing was referring to using a coin in the plastic "maintenance" cap.
After the TRV crown has been removed I have had to use a pound coin in the generic cap to push the pin down. Icky, but I normally use my nicotine gum to hold the coin in place.
I also use gum to hold screws on to long screwdrivers when needs must.
