How do I tape joints on tile panel?

I've used tile panels from Wickes in my bathroom and bought the tape to go with it. However, I assumed it would be sticky, but it's not. What do I need to use to adhere it to the panels? And is it ok to overlap the tape, or should I only put it up to the edge of the next piece?
