How do you tell if paving is permeable ?

my neighbour has just dug up his entire front garden and it looks as if he's paving the whole thing. There was enough tarmac to park a single car in front of a single garage but now the whole lot will be paved?
Problem is that we are on a slight hill and the pavement is a bit higher than the front door so if there isn't proper drainage all the water could end up at my door.
The build is a mid 50's open plan estate so there are no hedges or fences at the front

Chuck a bucket of water at it & see what happens.
How's the ground- if its clay then permeable or not will make little difference. Take it no planning notice has plopped through your door? - if there's no sign of ACO drains or similar then a call to your planning authority may be the best bet
EDIT Oops, thought you needed pp for paving but apparently not. Have a look on the planning portal, see who cares & contact them
