How high does a drop have to be before steps are needed?

Hi,

Does anyone know how high a drop has to be before stairs are needed?

Basically we bought a new flat last year and the backdoor has a 14.5 inch drop which actually is quite steep. We asked the building manager and he said he was going to look into it but never got back to us.

If anyone knows if theres a legal requirement that would be great!

In domestic work, any change in level of under 600mm (approx 24") is not controlled by Building Regulations.
If it's a problem, just put a paving slab there on a few bricks.
