How high off the ground should an external light be fitted?

I've got a few of those silver external lights that shine both up and down - similar to one of these:

What is the best height to install this at?

Either side of the front door. Lower lamp shows the steps, upper lamp shows the house number and or name.

Change the bulb for 5w LED

I would fit the luminaire at eye level, then you will not see the actual lamp itself.

Does anyone know what the term is for those lights or the capability of lights to softly come on and then go off again? The illumination level I mean?

The function is called soft start, but that is usually provided by the (usually a dimmer) switch or other control circuitry. Not the lamp itself.
