That's the one I was hoping would be spotted! It is indeed just a standard Hagar 30mA 40A RCD. No Overcurrent protection at all.

I seem to come across this quite often on showers and outbuilding submains.
 
It might be a DP RCBO, but I think you are right Bernard!

The other similar error I have found was with the old LoadMaster MCB's. They did a range right up to 70A but the one marked 100A with a red switch bar rather than a black switch bar was an isolator not an MCB and seen them used many times where clearly the electrician thought he was fitting an MCB.

With RCD and RCBO I have seen them all mixed up together and once fitted so easy to miss as marked something like 40A. But that is working current not overload rating.

Where is the supply to that shower RCD coming from? Clearly not the 'primary' post-meter Henley's - so do I take it that there is another pair of 'secondary' ones just off the right of the piccie? If so, why? - were there not enough 'holes' in the primary ones?

If the shower can't overload the cable and the cable can withstand the fault clearance time of the main fuse then no regulations have been breached.

Even if those conditions could be satisfied, I wonder whether the DNO concerned would be happy with a final circuit being protected only by their fuse, even if BS7671 were happy (which I doubt)? westie?
