How to fix a door that doesnt open fully!?

Hi,

Ive just had a new porch constructed. I was expecting the door to open fully, or at least >110 degrees. But the door only open maybe 85 degrees as the wall is preventing it to be opened fully.

Should the builder have used a knock-on, to give the hinges the clearance needed?

Is there a way to correct this issue?

See it fairly regularly that when the door is measured no one takes into account the final plasterboard and plaster. Yes a knockon would have enabled the door to open further, and allow the hinges to be adjusted if needed.
As a matter of interest what is the door frame width? Should have been specified for planning ( assuming its a front porch? )
And no real way to correct easily
