How to install a flood gate?

Hi

Last year I has an unexpected flood which came in the property. The property is beneath the road, and surface water poured down the steps. I got a flood step made (see below) but Im not confident it will stop the issue.

I think I need something like this (although not as high, I only need it to be about 60cm high):

Ive seen plenty of places online to to buy these, but no installers. The companies who install flood defence barriers seem to be Midlands and the North. (Im in the South West). Does anyone know installers in the South West or who could install it?
