Bloody hell Death Stairs! What do you mean by U shaped steel, they just look like flat tread plates? Anyway surely a kit or a set of parts from an online ironmongery supplier or similar will be able to supply everything you need.
Also may be relevant, if these are in a dwelling then the risers don't meet Part K, no gaps bigger than 100mm.
Ahhh but not where these stairs are being installed. (A certain war-torn eastern european country.....).
That said, clearly looks like you could break your ankle easily on them. I don't know yet if they plan to fit some wood on top and if so whether that would reduce said tread significantly? Either way they ain't getting changed as they were not cheap.

to me the bit visible below the bottom tread at an angle looks exactly square
the one above looks perhaps 20mm longer suggesting a tread perhaps 15mm thick can be added to give equall riser /step distances

What are the incremental rises on those treads?
I don't know although could ask the builder next week. Are you saying that would affect the method of installation of a railing ? Or just the type that might be required ?

Looks to me like it needs a couple of full height newels (steel posts) fixing in there and fix the handrail to that.
