How to insulate a meter cupboard in a bedroom

Hi there I'm hoping to get some help, I have a small cupboard in my sons bedroom which houses our gas and electric meters. Issue is a real draught comes in. I've tried putting down bubble wrap to insulate it as much as I can but it doesn't really work. At the minute I have the doors covered in blankets and a draught excluder but it's not ideal. I can't completely seal it off as we obviously need access to get the readings every few months. Is there any insulating spray type thing or any other suggestions? All help greatly appreciated.
