How to open stuck upvc window

Hello all,

As the title says.

Appears that the top bolt is not moving as, when the handle is unlocked and turned, the bottom part of the window can be opened (flexed) a bit, but the upper part won't budge.

Equivalent window mechanism shown, for clarity:

Remove the handle and gearbox from a working window. You will then know how it all works and can get the codes/sizes to order a gearbox in advance.
The take the glass out of the window and bend/wiggle. Push out at the bottom while using a stiff scraper at the top to wiggle the window up and down
