How to paint internal metal gate

Hello all,

I have a large metal security gate inside a warehouse to repaint and was wondering what paint is best?

It is currently blue, painted years ago, and quite dirty.

Do I need to strip it right back, or is cleaning and sanding it down enough before repainting? I don't need a perfect finish.

I have a photo but I am not sure how to post it.
