How to relay loose slabs

Some of my paving slabs are so loose I've been able to pull them by hand really easily. There's a few more over to the left that will come up easily. Thankfully, those on the right are stuck down solidly.

To relay these, I was thinking of using a chisel bit on my SDS to get all the mortar off of the slabs and the substrate. (I'll also remove that tree stump & its roots - I've got some spare slabs to fill the gap). Mixing sharp sand:cement to a 4:1 ratio. Use that to build up the base to level it out. Then, wet the bottom of the slabs with water and apply a slurry before laying them.
