How to test Honeywell L641 cyl stat

Can someone tell me the correct way to test a cylinder stat (L641) with a resistance meter (wiring disconnected)? I am fairly sure mine is faulty (unable to get hot water call) but I'd like to test to make sure.

I have a Common (brown), 1 blue and 2 black terminals
